Where's the Union Defence Force Parking Fee laws/rules?

If memory servers there is a 'fleet parking fee' for housing Union Defense Fleets in your home sector. I remember this originally being 40 
per 
and you had to assign a trade fleet to the Union Defence Fleet.
I do not know where I read this, or what wiki page contained this subsidy law, but I know that it was there. Unfortunately, the Union Rules page does not provide illumination on the subject. Yet I can find no evidence that it is not applicable anymore. I did however find the following pieces of evidence of it's existence:
The Tax Deductable Technological Research Law, article 4 states:
This clearly states that there is a 25 per fee for housing a Union Defense Fleet.
Furthermore, the Ministry of Defence budget contains a entry clearly marked as operational budget for paying out fleet parking fees:
Since this is calculated for the currently present 8 fleets during the big fleet rules overhaul, the parking fees seem to be alive and kicking! With the overhaul to the newest fleet rules, there is no need to provide a Trade Fleet anymore to an inactive Union fleet (since they work under the normal rules, instead of their own set of superfleet rules).
Thing is, there is all kinds of indications that this fleet housing fee is a thing, but I can not discover what law states so... Does any of you know where this comes from?
(Full disclosure: The Veolians are currently housing a Union Defence Fleet, and I want to apply for the 25 fee, but I do not know what law to reference in the subsidy data block... For now, I have put is as belonging to the Alliance Declaration, but that might have to change of we retro-introduce a law for this.)

Hitting a search for 'parking fee' in the general discussion forum yield a single result:
Subject: Turn 40 Elections
Which leads me to believe that parking fees are introduced with the introductions of more detailed Union budgets on the ministry pages. As with the 40 per , i believe that's based of a guestimations at the time.
So as for as i now know, there is no legal basis, other than the apparent common practice which is implied by the budget expenses.
