Hey,

Can you hold off on paying upkeep with outposts and still upgrade the outpost or build zones, or is the outpost the same as a settlement in that upkeep needs to be paid in order to be able to do this?

The wiki on outposts doesn't say it's needed...

That's a very good question...

Based on what I read on the Outpost page, I would sat that not paying upkeep is not something that should normally be done. It literally says "An Outpost requires maintenance...", which is the same turn of phrase used on the Settlement page.

Personally I would say that the same rules governing upkeep for settlement should apply to outposts. That is, we should add "If the upkeep is not paid, the outpost does not produce any labour, and can not process any into zones, and no projects on the outpost can make any progress."

I agree that, since an outpost requires upkeep, it will basically be hibernating when the upkeep is not paid.

I suggest that we make this into answer into rules for the Outpost.

Unless someone objects, I will put this on the wiki in the weekend of November 14-15, and issue a rules change message at that moment.
