Clarification request: Focus and infrastructure zones

I have a clarification request: The Focus page seems to suggest that a world can gain focus despite the presence of Power Zones or Tertiary zones.
What is the reason that Open Market Zones are excluded?
It seems to me that, like a power zone, the open market zone is an infrastructural zone, and as such should not hinder focus. I would go even further, and wouldn't even call a Power Zone a special goods zone (they are classified as such at the moment), but rather an infrastructure zone.
I suggest that we split the power and open market zone away from the special goods zones, and just list them as infrastructure zones. Especially since we have already envisioned some other non-economic zones such as military zones (Fleet Port and Planetary Shielding).

As far as I know it was actually supposed to be for every zone that has a base production of 100. I don't see why it would not work for special goods, power and open market zones.

I think its fair that it applies to all Industrial and Support zones (which means raw materials, products, special goods, power and open market capacity). If nobody objects, I'll edit the wiki to fix this.
