I wanted to take tax set #2 & #3 to start with, but my population limits the tax sets I can produce (to 400 sets instead of 600). Now I'm forced to take one of the set 5 or 6, which I think to be not ideal for the diversity of the different economies between the factions.

We have taken note of this issue and will work the numbers on this. We can see where you are coming from, will perform some new calculations and get back to you this weekend. For now you can safely assume you will not run into this problem and continue with building for a set 2 and 3 system.
