The Telepathy wiki page states:
●●● Level 3: The Jedi who communicates telepathically may take a check to sense if a telepathic answer is the truth as the other party understands it. If it is not, the lie is revealed to the Jedi, and they gain an inkling towards what the actual answer may be.

However, the only way one would receive a telepathic answer is by using the power's level 2 effect, as the level 1 effect does not offer the option of a reply.

As it is written the level 3 power seems to be a paranoia power that can only be used against those that you actually trust to form a telepathic bond with. (In my opinion, the level 3 power, as it is currently written, is not worth the investment. It only allows you to truth-test your closest allies -- this is a PvE game, not a PvP game.)

Is this a leftover from previous times (in which the level 1 power allowed for a short reply), or is this the actual intended effect?

EDIT: The wiki page has, in the descriptive text above the actual mechanics of the power:
... They can also receive telepathic answers from a creature contacted. ...

My confusion about this power's workings is now complete.

Any Jedi with the Telepathy power (regardless of level) can communicate telepathically both sending and receiving in short range (generally to anyone you could reach when talking normally). They can exchange short messages this way, but not have entire debates - this limit is caused by the intense concentration required.

At level one, the Jedi gains an additional use of the Telepathy power: they can send a message over a long distance (as opposed to the usual limited range).

At level two, two Jedi with the Telepathy power can connect to make a long distance, long duration telepathic link (as opposed to short range, limited duration)

At level three, the Jedi can apply their sense ability to ALL telepathic communication they participate in - be it short range and duration with an enemy or ally, long distance through the level one power or long duration long distance through the level two power, and even through communication initiated by another party.

Does this clarify?

Wait what?-- Force powers give permanent effects?!

I was not aware of this. I was under the illusion that the descriptive text was just a general overview of the Force power's effects. Apparently this was not the case. Do they all do this?!

Am I the only one that missed this?!

I had no idea either that the force power had permanent effects as well... Knowing this will probably have serious effect on the use of force powers in Jedi adventures.
I agree with Brend that the permanent effects should be documented as well.

The wiki states that powers like telepathy are only once a day be able for use.
but is didn't specify powers like force jump.

So if I understand it correctly, the statement that telepathy can only used 1 time a day is wrong?
In that case, does this also count for Mind trick?

@Elmer: I think that the 'once per day' statement is still true.

@Mercury: However, unless I misunderstand, every force power also has some permanent use related to the leveled powers?

I was not aware of the fact that Force powers offered a permanent effect and that their rank powers apparently provide additional options to supplement these permanent effects.

This would require for the separation between the permanent effects of a power, and the distinctive effects of the ranks and power usages to be explained in more detail then currently available.

All Force Powers give a basic power - in addition, you get a special power for every level of the force power you have. We are updating the Force Powers right now to list what basic power you get to make things more clear.
