Due to a miscalculation on my part the Smi-Halek system has a power shortage of 4
.
The wiki page on power is telling me that: "This means in effect that zones for which there is not enough power will not function."
Am I correct in assuming that this implies that I can choose which zones are disabled?
(By the way: as I do not foresee this happening a lot, I'm planning on just editing the disabled zone to have a total production of 0 goods. This is easier than implementing a 'disable' directive in the tax tool.)

That is the correct interpretation - you can redirect power to the most critical zones. Blackouts are worthy of a news post though ^_^
