There's a construction limit of one zone per planet per turn. So here's a bunch of questions in an attempt to circumvent this.

1. Is a production upgrade considered construction? (can I upgrade multiple zones per turn on a single planet)
2. Is zone specialization through a corporation considered construction? (can I specialize multiple zones per turn on a single planet)
3. Can I both construct and upgrade a single zone in a turn? (e.g. pay 1500 to build a fully upgraded zone on a homeworld in 1 turn)
4. What about specialization together with construction, or a combination of everything(construction, upgrading, and specialization) in 1 turn?

Upgrading a zone is considered construction.

2. Is zone specialization through a corporation considered construction? (can I specialize multiple zones per turn on a single planet)

Specialising a zone is considered construction.

3. Can I both construct and upgrade a single zone in a turn? (e.g. pay 1500 to build a fully upgraded zone on a homeworld in 1 turn)

A zone can only be upgraded once it has finished being constructed. Thus, it is not possible to upgrade the zone at the same time as constructing it.

4. What about specialization together with construction, or a combination of everything(construction, upgrading, and specialization) in 1 turn?

Likewise, you cannot specialise a zone that has not yet been constructed.

In general, you can only develop on one zone at a time on a planet.

Note however that you CAN develop on more than one planet at the same time. The limit applies only on a per-planet basis.

If this limit becomes a serious problem in the future, we will create special projects that allow you to work on more than one zone at a time, however for now, you can take advantage of building on multiple planets.
