Clarification request: Power rules

After some discussion with Chriz and Elmer, I have a clarification request about the current Power rules.
On the Power rules page the following text causes some confusion:
Chriz and I (Brend) have different interpretations of this part of the rules. I will outline both interpretations, and explain how they are backed by the current text:
At the moment, Chriz has been checking system power overviews based on his interpretation, while Brend assumed people were just very lazy and didn't bother to check with the rules.
To prevent problems we would like to know which interpretation was the intended interpretation, so we can clarify the text and clear up the air.

On the power rules page Mercury wrote:Base Power is provided by the star and is a constant amount for each orbit. Generated Power is generated by Power Zones and Power Stations. Imported Power is imported from other orbits through the power grid.
Depending on the star and the orbit type of the world, worlds generate a base level of power. This energy is automatically available in each orbit - you do not need to make any arrangements for it.
Chriz and I (Brend) have different interpretations of this part of the rules. I will outline both interpretations, and explain how they are backed by the current text:
- Chriz: The text should be interpreted to mean that each orbit generates the listed amount of power, regardless of orbital bodies in said orbit. This is clear from the "This energy is automatically available in each orbit..." part.
- Brend: The text should be interpreted to mean that each orbit with an orbital body generates the listed amount of power. This is clear from the "...worlds generate a base level of power" part.

Chriz' interpretation is correct. The star is the source of the power, therefore empty orbits also provide power. However, empty orbits do not use any power.

I propose we remove the mention of 'worlds' from the power rules then. They only serve to confuse.
