Location: Unity
The Teprogrenaian senator clearly showed signs of disagreement after the proposal of the Sundarian senator.

"We, of the Consensus, are against an amendment to define advanced software programs alive. What would be the meaning of the whole debate and the law if we revise the definition of life every time a potential new member likes to join?

However we are not yet against looking for a way of the IO protocol to join the Union, if they appear to be indeed the highly advanced program they seems to be.

One of the possible solutions is that they can be added to the list of monumental locations or special science research objects. At least the Teprogrenaian scientists will be very interested in the IO protocol. When the protocol falls within the research projects of the Union, they fall within Union laws and do not have to fear some sort of purification action, and have the protective benefits of being part of the Union."

"It is clear that the Union can offer your faction protection among other things. My question is, what does your faction have to offer to the Union? Is your faction even capable of leaving the system you inhabit?"

"Senator Tassar," the Lady de Montrève replied to the Teprogrenaian senator, "Our current definition depends on our collective understanding of the universe. As our understanding grows and we should adapt our definition. As mentioned earlier I am no expert, but the achievements of the IO processes are remarkably close to what resembles some parts of life. These features may well be the cause of a ingenious software design, or be the result from the ability to draw conclusions and learn from its surroundings, in other words a certain level of awareness, I'll leave that matter to people better qualified.

Secondly I believe it is not in our best interest to risk war over this subject, and we should make efforts to prevent such an escalation. Your suggestion may very well be one that solves this matter and I would not object to such a measure, so that further study and debate may be conducted on this subject, without the risk of war."

At the mention of being in the Union senate, the chancellor immediately contacted the technicians in charge of the connection: "I thought this was only a communications connection?! Check if there is a breach or an ongoing attack or transfer of programs."

It was soon confirmed that no security breach had been made - though data was being sent back and forth, there were no IO protocol programs running on senate servers, there was merely a connection between two systems on which data was transmitted.

Senator Harek has listened intense to the ongoing conservation and then starts to look up something on his datapad. He stares a few minutes to the screen and then puts is away. He step forwards and speeches.

“As Lady de Montrève has said our knowledge is based on the three dimensions world we live in. But even then there are still things we do not understand.

The digital world is another dimension and has its own environment. The Limëan Transcendents have shown live can exist there. So this would lead to different definitions of life for various worlds/dimensions.

One of our experts on artificial intelligent professor Amov has made programs that could learn. The biggest problem according to him is the translation from physical to digital world as the presentation and interpretation is dependent on the frame of reference of the sender and receiver. Misinterpretation and miscommunication are easily made. But one should be tolerant and learn from their mistakes and not fear the unknown.”

"I think senator Harek makes a good point. The Limëan Transcendents have indeed proven that life can be transferred into a virtual environment. However, by doing so, they have become extinct and had no further interest in the real world.

I think we should determine what the Union could gain by cooperating with this entity. At the least we could base a cooperation on mutual scientific interest."

"Zero Ex Seven One A Seven E One Seven A, you repeatedly talk of a more Pareto efficient relationship. But you fail to mention what exactly you have to offer.

Please give us a full listing of all resources you wish to exchange with others, and all scientific, physical and military capabilities you could add to the Union."

"In part. You mention that we rely on what you call 'multiversal defensive constructions', do you maintain such defences as well, or do you have other ways of protecting yourself?"

"Thank you."

"Does anyone have further questions?", the chancellor asked before she started scribbling on a datapad.

"I have no further questions Chancellor," de Lady de Montrève answered, "The answers given, and the question already asked, will suffice for both myself and the Sundarian Council to form an opinion on this matter. How do you wish to proceed?"
