"Fellow senators,

As no further remarks were brought forward on the revised Safety of the Union act, I will open a vote on the subject.

We propose to enact both of the following:
Revised Safety of the Union Act
  1. To promote member worlds to build their own fleets, the Union will pay 10 (:tax) upkeep for a single fleet for each member world, if such a fleet is present.
  2. To further promote member worlds to build their own fleets, the Union will pay a 1000 (:tax) subsidy to member worlds who construct a fleet, with a maximum of once per member.
  3. Article 2 applies only if the Capital Ships for this fleet are produced by the member world themselves or if they are acquired from another member world who produced them through trade.
  4. To finance these subsidies, Tax Brackets 1 will be increased to 15%, for a total additional tax per turn of up to 50 (:tax) per member world.
  5. An operational budget of 250 (:tax) per (:turn) will be made available for research and military intelligence under the purview of the Ministry of Defence.
    1. To determine the distribution of these funds, the 'Committee on the Distribution of Union Military Intelligence Expenses' will be established.
    2. The committee shall consist of three members, every Union member is entitled to nominate by sending in an application to the Chancellery.
    3. The Chancellery, the Ministry of Defence and the Ministry of Foreign Affairs shall each select one of the members of the committee from the pool of applicants.
    4. The committee advices on the distribution of funds between research and direct implementation. The military intelligence network itself remains the responsibility of the Ministry of Defence.
Offer of Aid Law Ammendment
4.1 To promote new worlds defending themselves, Defence Forces may now be purchased with the 'Offer of Aid' funds granted to new members.


Vote 'yes' to support the Safety of the Union Act and the Ammendment to the Offer of Aid Law. Vote 'no' if you are against these changes."

"During my election campaign I promised to reopen the discussion on the Safety of the Union act. Though I already fulfilled my promise to the letter, with the result of this vote I fulfil it in the spirit of the promise.

The results are:
  • Yes - 13 votes
  • No - 6 votes
  • Abstains - 1 votes
With 20 votes and 1 abstention, the absolute majority is 9 votes. The motion carries."

"A last point of note, purely for the record. Miss Gloria Perfect, I am glad that the Inter-System Character Company takes these votes serious enough that their leader would personally fly out here to vote. But the law allows for votes by proxy, or even by holonet. If the senator of your world, miss Yotoya Ascended, can not make it to the vote in person, these options are always available."

"I would like to bring notice to the fact that certain senators, whom I shall not name, but whom everyone is clearly aware of, have voted in favour of this proposal, despite protesting against an almost identical proposal earlier because it was deemed unfair to raise taxes in bracket one.

Those senators and factions should be ashamed of themselves, for turning this place into a house of intrigue instead of one of enlightened debate and cooperation. You know who you are!"

The senator was quite displeased with the situation and was not afraid to say so.

"My position as chancellor requires me to maintain a certain level of neutrality, I concur with senator Aunzora.

Though I am glad that in the end, the need to protect the Union outweighed individual concerns, we should keep in mind that the Union is not intended as a platform for intrigue, but as a way to improve as a whole. In this light it worries me that such a sudden change of heart does not go together with an explanation..."

The chancellor wore a worried look, as she too felt that something was amiss.
