[Private] The Inter-species Procreation and Culture Summit

((OOC: This thread takes place on Mirda, in the capital city. This thread is private to the following factions: Veolian Commonwealth, Praetorian Empire, Unified Republic of Darya, Sundarian Federation, Socialist Republic of Niom, Miomanian Colonists, Lifebringer Clans, and The Embers of Aten.))
The conference building rises from the ground as if it it were a natural occurrence in the landscape. Each delegation has been assigned their own 'tower' in the conference complex. Each of these towers has been fitted with correctly sized interior, atmospheric conditioners and upholstery to suit the delegations.

The entrances to the conference grounds are guarded by highly visible imperial guards. On the grounds themselves there is a distinct lack of guards, or other forms of visible military. The grounds are navigable by walking, and direction signs point the way to all relevant locations (in the eight native scripts of the respective delegations).
The conference complex boasts a staff of skilled attendants, cooks, entertainers, teachers, and eight dedicated medics.
The summit on inter-species procreation and culture start of with an introductory speech by Empress Saret, followed by two weeks of lectures, discussions and workshops. The programme shows the lectures divided into four tracks: Genetics Biology Culture Ethics. Each delegation has the opportunity to give a primary lecture in a track of their choice. The rest of the time in the tracks is filled with secondary lectures and discussions.
A plenary discussion closes the summit at the end of the two week schedule of lectures and workshops. The topic of the plenary discussion is a joint research project into a variety of procreation related technologies.

Once everybody is seated Empress Saret Neferti enters the main auditorium, promptly followed by four ladies-in-waiting.

The delegations gathered here represent a third of the Union member worlds, and it is with great joy that my husband and I welcome each of you to our home planet.
It is my hope that this summit will mark the beginning of greater integration, both culturally and biologically. To aid in the cultural understanding I will personally reside on the conference grounds during the summit, and I hope to find the time to attend the primary lectures of all participating delegations.
I wish you all a pleasant and productive stay."

"I will start off this meeting with some shocking statistic that most people will not be aware of: Almost 50% of individuals are of below the average physical attractiveness within their racial norm, less then one percent of individuals is a physically perfect speciments and temporal researchers universally agree that an individuals average age continues to increase over time, limiting the window they spent within the Ideal Physical Attractiveness Age or IPAA.
Though these statistics are shocking, they are not unexpected and can invariably be found on any and all worlds. Given these facts, it is impossible for all individuals to find attractive mates within their own population, leading to a lower standard of living than desired for many people.
However, since the end of the times of chaos, this unfortunate circumstance no longer needs to continue. For many, a solution is just beyond their sector, mere days and within immidiate conversation distance via the holonet. I speak of course of xeno-relations.
As it turns out, there is a limited selection of some two-hundred characteristics that determine attractiveness of an individual within a population, including such things as skin-texture, physical deformaties and infections, hairgrowth, percentage of fat-to-bones, financial means and personality. We have created a mapping of these characteristics for over five hundred different sentient species and have come up with some shocking results.
As it turns out, characteristics that one species defines as 'ugly' is highly desireable in another. For example, humans give a 98% disapproval of puss-filled boils on their partners genitalia, however Gamorrean sow see such as a sign of verility."
The Senator attempted to change the slide, but for some reason the imaging equipment seemed to fail.
"Using these variables, we have determined, between each of the five hundred species, the ratio in attractiveness for the own species versus the ration in attractiveness for the other species, weighted by the amount of ugly and non-ugly individuals looking for partners.
In the table on the screen, a sample of these ratio's is listed. Positive values indicate these species look for similar properties in mates, meaning ugly individuals in one species will also be considdered ugly by the other. However, negative values mean diametrically opposed views in what is attractive in a partner, indicating that individuals considdered ugly by one species are considdered beautiful by the other.
As can be seen, the average attractiveness between species levels to 0 even in this smaller sample. Larger datasets confirm this fact. This means that even if an individual is physically unattractive within the norms of ones own species, they will be an attractive catch judging from the view of another species.
This provides conclusive and solid statistical evidence for the old saying that there is someone for everyone!

Dean Khaw Artalus is rather tall, compared to the other veolians. He wears simple leather clothing, and sports a large but well-kept grey beard. As he takes to the podium he is accompanied by two veolian women, they act extremely deferential towards him.
"Your imperial highness", Khaw Artalus addresses the Empress and then directs his attention to the rest of the auditorium, "honoured guests. It is my pleasure to host this talk on hemetism, on this union-wide summit."
"For at least twelve millennia the veolian people have walked the surface of Mirda. Of those twelve millennia, the last seven millennia have blessed our people with hemetism. Of those seven millennia, we have a recorded history of five millennia."
A projection of a cave with intricate cave-drawings is displayed on the walls of the auditorium.
"Stories and songs handed down for generations tell us of the young man Hemet, a veolian tribesman. The stories tell us that his tribe was set upon by demons from the mirror-world, now known as Amird."
The wall projections slowly change to a panorama of the steppes of Mirda, and continuous to change until the tribes are alight and the horizon is black with smoke from tent-camps burning in the distance. A large red planet can be seen on the horizon.
"When his father was killed and his tribe nearing extinction, Hemet pleaded the gods for a way to safe has tribe. The gods saw fit to grant his wish, and bestowed upon him supernatural strength and wisdom. He defeated the demons, and then proceeded to unite all tribes. He claimed many wives and lived for many generations, until he was murdered by his son Iqahel."
The wall projections fade away, and the lighting of the auditorium goes back to normal.
"Of course we now know that the Amird is devoid of any life, let alone any demons from the mirror-world. And although we do not know the origin of hemetism, we currently have two main theories: an aberrant inclusion of genetic material of extra-planetary origin, or an evolutionary leap."
"We will continue this talk after a short break. Khaw Ladelia", the dean indicates the girl on his left, "will answer any questions so far."
After the short break Dean Khaw Artalus again greets the empress and the delegation from other worlds and continues with his talk: "Although we do no know the exact origin of the hemetism mutation, we do know a lot about the effects of hemetism. Since the written word, the Veolians have kept detailed genealogy records of any hemet veolians, including any extra-marital offspring. These records, together with the current state of technology have enabled us to study hemetism in great detail.
We know as fact that hemet veolians far exceed the abilities of the normal veolian. On a physical level a hemet veolian might be able to rival some of the physically weaker jedi, with measured body strengths up to three times that of a normal veolian. Hemetism allows the body to absorb enormous amounts of energy, both kinetic and other forms, without serious trauma. Hemet veolians have recorded life spans of over 3000 years, and are able to consciously dedicate divisions of their increased mental acuity to solving of problems.
However, the changes brought upon a veolian by hemetism or even greater. Hemet veolians exhibit psychic powers including weak telepathy, and during puberty, flares of psychic energy. There have even been sporadic records of hemet veolians actively directing psychic flares as an offensive mechanism."
The dean goes on with an explanation on the intricate working of different genes seemingly related to hemetism, it gets rather technical and after roughly fifteen minutes one of his assistants whispers a single word to him. After this dean Khaw Artalus looks a tad nervous, but drinks some water and fluidly changes the subject.
"It is my personal opinion that hemetism is not just genetic pollution from an extra-planetary source. I believe that hemetism is the next step in the evolution of not only the veolian people, but in the evolution of material sentient beings.
Since hemetism is clearly passed from generation to generation, as the children of strong hemets have a statistical proclivity to become hemet themselves this brings me to the conclusion that this summit is the next step in our research into hemetism."
"Hopefully the projects started at this summit will allow us to study the effects of the hemetism mutation on other species, if genetics allows this."

Q: It sounds like the Veolians have been able to isolate the Hemetism mutation. Have there been experiments with transplanting the Hemetism mutation into lower lifeforms? (by the Lifebringer Clans delegation)
A: "I might have been to specific during my explanation of the involved genetical components. While we have not been able isolate the Hemetism mutation, we have been able to determine which genetic components play a role in the activation of the mutation. Unfortunately, these components defy any known biological model at our current level of knowledge. In the past, there has been some experimentation with genetic recombination. This has not yet produced any results that I know of, and one could question the morality of such experimentation."
Q: Are there known precursors to the Hemetism mutation in Veolians or their evolutionary ancestry? (by the Lifebringer Clans delegation)
A: "We have no records of this. As such, this has been an issue of much debate. Those that subscribe to the genetic polution theory often wield this argument. On the other hand, we might have no record because the precursor of the Hemetism mutation occurred before the spoken word. Which of course, is frequently used as an argument by those subscribing to the evolutionary leap theory."
Q: Some of the more overt psychic effects of Hemetism sound similar to Force powers. Is it known if these similarities are superficial or fundamental? (by the Lifebringer Clans delegation)
A: "That is a most interesting question. There appears to be a strong link between Hemetism and force sensitivity. Of course, this does not necessarily imply a fundamental connection between the two. We have not yet been able to confidently determine the exact relation between Hemetism and the Force. We do know that, with a few outliers, all Veolian force sensitives carried and expressed the Hemetism mutation. Some Jedi have even commented on the ability to direct energy, which is usually tied in with strong emotions. We hope to cooperate with the Jedi Council on this matter, as the Force might prove to be the missing component from in our current theories."

The crowd wasn't violent, but it was alien and it was loud, various folk using horns and rattles and other objects to make their presence heard.

"Honoured guests,
As you will have noticed, a group of protesters has gathered outside of the conference grounds to announce their opinion on the subject of this summit. At the moment this group has not shown any violent intent and we are reasonably confident that they will stay within the borders of the law.
However, should the protesters try to voice their opinion in a more violent way, the emperor guarantees the safety of you and your delegation on the summit grounds. Next to the protective detail assigned to the empress, every member of the summit staff has been selected from the imperial guard.

Due to the fact that some people have written half a speech, and the speech deadline is tomorrow, I have decided to prolong the speech-posting period. To make sure we can continue our negotiations (and other IC roleplay), I have split the summit into three threads.
This thread will continue to be the 'main' thread, which will contain the speeches.
The [private] Inter-species summit - Joint research discussion thread will contain the plenary joint research discussion. These discussions are held in parallel to the actual speeches.

As many of you probably already know we praetorians are reptiles and lay eggs. These days our females don't have to protect them and keep them warm for the full period. About a thousand years ago our government has started to build the community hatcheries were the eggs are monitored and protected. This is a big advantage since praetorians can lay up to 5 eggs at a time and it can take up to 5 years before an egg hatches. This time can now be used in a more productive way then breeding. Nowadays all our young are grown in hatcheries.
We have thousands of hatcheries on Praeto that house between 100 and a million eggs each. Our biggest hatcheries are part of massive research centers that are responsible for many medical breakthroughs. Every egg is constantly monitored by our observation system. In the hatcheries our eggs are screened and treated with special supplementaries by medical droids, this accelerates the growth and make the young stronger.
Inherited diseases have not surfaced for many millennia and almost all praetorians are hatched strong and healthy. This is partially attributable to our Genetic Superiority program.
Every egg that is brought to our hatcheries is completely scanned for growth and DNA defects. Every aspect of the DNA is mapped, checked and repaired in the first year of growth.
Our studies have shown that in the first year of the growth the young can still be completely cured of any genetic disorders without any side affects.
Due to our extensive research on genetic improvement our young can now become twice as strong as our older generations. Combined with the fact that they can become twice as old probably reaching 1000 years of age.
We are still looking in to new options for genetic improvement that does not impair variation in gene sequences.
We hope that we can widen our research to other species after the upcoming research project. We hope to learn more on the intergalactic genome.

The Chancellor moved up to deliver the speech prepared by her scientists. Several of them had accompanied the delegation, standing in the background ready to assist the Chancellor should she need them - regardless, the Vratix woman had made sure she knew her stuff.
"In the times of chaos, sexually transmitted diseases have been a bane on several mixed species worlds. The Vratix homeworld of Thyferra itself fell victim to a pandemic during this period, as many of its members were ashamed and hid their infection until it was too widespread to combat effectively.
Virusses and bacteria care little for the racial distinctions between hosts and will take refuge in any living organism they can survive in. Even if the original host race is largely immune to the disease, other species may not be, leaving them with a deadly and alien germ they have no defenses against.
The irony is that species that are similar, for example, the Mon Calamari and the Gungans are not only more likely to be attracted to one another due to more similar physiology, but they are also more dangerous to one another. A virus used to living in a Shard will not be well adapted to living in a Mon Calamari, but a virus used to living in a Gungan may find easy pray in that same Mon Calamari.
Fortunately, there are many ways one may protect themselves against such diseases.
Nowadays, it is common for children to be innoculated against most airborn and waterborn diseases - similarly, one may be innoculated against sexually transmitted diseases carried by a specific species - this does require some forthought however, as the target species must be known ahead of time. This limits the usefulness if the relationship was not carefully planned. Additionally, individuals may be embarassed to ask their doctor about this.
An alternative might be the use of a full-body biosuit - on Union, one-use full body biosuits are available from a machine in most public restrooms, helping to fascilitate safe procreation practices. It has the additional advantage or protecting both partners even with only one biosuit. Since the suits are thin, the effects on the sensations involved are minimal, I am told.
Finally, certain species can sterilise themselves - by which we mean remove any and all biologicals from their body, not stopping their ability to procreate. If done before intercourse, the partner is protected and if repeated afterwards, they themselves are protected as well. This option is of course only available in species that can be sterilised as proposed, but may offer significant benefits to both partners.
These diseases may seem like a lot of hassle, but the reality of the matter is that such dangers can easily be controlled if proper precautions are taken.
Should a disease have taken hold for whatever reason, it is important to eradicate it as soon as possible. Proper medical attention should be sought immidiately and other partners may need to be informed in case of cross-contamination. Most infections can be stopped and fully cured if caught early and this also prevents epidemics. We advise all governments to make their citizens aware of this through actively informing them.
We propose a slogan for this campaign that puts the responsibility with those to whom it belongs: "Only you can prevent alien STDs!"

And I will be talking about genetic screening and Daryan upbringing.” He began in a slightly raspy voice. “On Darya unborn babies are given 4 examinations during the pregnancy to ensure that they are born healthy. The checks are for extreme genetic defects that might cause the child to be still born. If nothing out of the ordinary is detected the parents are allowed to continue on as they were doing. If there are defects there are a few options open to the parents. In most cases it can be solved by surgery and prosthetic if there as physical deformities. In more extreme cases there will be repair of the genetic code but this does not happen very often since it is quite difficult. If it is known that one of the parents has a hereditary disease the child is usually conceived by artificial insemination so the damaged genes can be left out.” he goes on about some of the technical difficulty’s of correcting genes with live born children and some other technical issues.
