"Dear Senators,
Unity is currently defended by UDF CORE 1 "Unity". We believe that this fleet is not used to its potential now since it is stuck around Unity. If we improve the defences of Unity itself we can release this fleet from its duties to permanently defend Unity and deploy it in other sectors of the Union. I propose to acquire the use of the Compacted Defence Facilities technology and create a Planetary Defence Grid around Unity. This can be funded from the Improvement of Unity Fund.

"I have contacted the Djana Research Centre that researched the technology. I am still awaiting an answer about the use of the technology on Unity.
We could buy the necessary capital ships and construction materials from member worlds using a public tender.

I believe that this is a worthwhile measure, having the option to free up to Core fleet for other task besides the defence of Unity should prove useful. However I should stress that it should only be done as a last resort.
In order not to stress the Union funds to much, The Sundarian Federation is prepared to make a contribution of 500
, which we will transfer in
125, in order to either fund the construction of the Defence grid or to support the war effort. I'll leave it up to the chancellor how to best use our donation.

Because to my knowledge the bulk of the capitol ship producers are part of the cabinet. If you are considering to procure them from these producers that would give a biased view on this matter. As I firmly believe the Union Cabinet should not make laws to benefit their own worlds.
Either the materials should be supplied by a non Core World or it should be provided to the Union free of charge."

However, I wish to remind you of the fact that the Improvement of Unity fund is already earmarked for the improvemet of Unity. No laws have to be passed to spend this money on the improvement of Unity.

"In the past, the Djana Military Research Center made deals where the goods had to be bought either from one of its members or be created by the faction who bought the technology itself. What if the Djana Military Research Center offers the same deal to the Union? Would this be a principal issue, even when the prices they offer are within the budget?

Peinaili stated, "Any reductions on the price of the needed goods, assuming delivering parties aren't donating them but instead asking a reasonable price, has only a small effect on the total costs at best. I too do not see any pressing need to obtain these materials for other union members."
