"Of course. The Admiralty Board believed that the former STF needed to be better able to defend itself. To do that they believed a substantial increase in military assets was necessary in the form of Capitol Ships.

After they had decided to take this course of action, the proposal was sent to the Peoples Board and the Science Board. This was a standard procedure for any action or project that would require a significant change in expenses and investments made by one of the Triad Boards. The proposal was approved by the other Triad Boards.

I was contacted for a recommendation of which world should be contacted to provide a supplier. I recommended the Unified Republic of Darya. I was subsequently assigned the task to negotiate a contract with them.

The Admiralty Board held the responsibility for the purchase and the construction of the fleet. They where also the ones that put the Lady-Fleet Admiral in charge of the fleet."

Are their records of meetings of the Admiralty board to indicate who played a part in the decision? Is a vote held within the board, or is the military command hierarchy followed whereby the highest ranking commander has the final say in the matter?"

"You state that 'the Admiralty Board' held the responsibility, but that would mean that no one on the Board carries the responsibility for the actions of the board. There might be intricacies to the Astrian culture that prevent me from understanding this situation. Would you please also elaborate on who the final responsible party was, and what would happen to them if the decision turned out to be a bad one?"

"This is a public hearing as part of the investigation into the Daryan involvement in the change of power in the Novelia System. As such, it is relevant to establisht the intent of the party responsible for the acquisition of (:capital-ships)

from the Daryans. And because of the implications of said delivery, we will have to examine the intent of not only the governing body at that time, but of those responsible for the decision and its execution.

As such, the inner workings of the Stellarian Triad Federation government are relevant to the committee to establish the intent of those directly responsible."

Ajava waited a moment for the chair to intervene.

A better understanding of the inner workings of the governing body of the Stellarian Triad Federation, would be helpful to establish this fact."

"As I already said, the Admiralty Board held the final responsibility. The Admiralty Board makes decisions by majority vote. In addition the Fleet Admirals on the board have a veto right.

A record is kept of who votes against and who votes in favour. If the Board makes a bad decision the one who came with the idea is held accountable, as well as the Fleet Admirals who voted in favour. They would be reprimanded, be removed from the Admiralty Board or discharged from the military all together. That would have depended on the severity of the mistake.

If a decision also needed to be approved by the other two Boards, they would also be reprimanded. Does that answer your question?"

There was a silence after the Sundarian woman invited the Astrian delegation to ask questions.

Before Maria replied: "Nothing of direct concern to this hearing, madam chair."

"Actually I have a question for the committee, if I'm allowed to do that?" Lythia asked in a respectful tone, though it seemed a bit to polite.

Lady-Senator Latharion shot a worried glance to the military woman, as if she was concerned about the question.

"Of course Admiral," Peinaili replied, "What would you like to know?"

"I would like to know what the hell is wrong with you people!" Lythia's earlier polite tone had turned into one of anger. The volume making a crescendo.

"If your committee is supposed to investigate if the Daryans where involved in the Astrian change of government, then why are we the ones being treated like we did something wrong? We are viewed with contempt and aggression, while we have done nothing to justify such actions!"

Peinaili heard the outburst of the Astrian Admiral and was a little surprised.

"Admiral, as far as I understand it, we only asked a few questions in order to gain a better understanding of the workings of the Astrian Governmental system. None of these question were disrespectful or judgemental in my opinion. We have yet to question the Daryan delegation, but you seems feel that we have already decided the matter. If that is the case, then perhaps it is better that you no longer participate in this hearing.

Senator Latharion, Senator Konev, I propose a short recess, in order to provide the Astrian Delegation to opportunity to sort out their position on the matter. We will reconvene in 15 minutes, with some questions for the Daryan delegation."

Ajava was rather annoyed that the chair of the committee had not yet continued the hearing. She could have been doing more productive things with her time rather than sitting here watching the bureaucracy slow down to keep up with the decelerating bureaucracy.

"Senator Latharion, I trust you've had sufficient time to resolve any misunderstandings. I propose that we move forward with the hearing and open the floor to questions for the Daryan delegation."

She looked at her fellow committeemembers as if inviting them to kick off any questions they might have.

Senator Maria Latharion returned shortly before the hearing resumed. The hologram of the Lord-Master appeared next to her, but that of Lady-Fleet Admiral Nethorius remained absent.

"We have, Madam chair. Lady-Fleet Admiral Nethorius requested to be part of our delegation so she could present her side of the story. She is rather sensitive when it comes to our world. While this makes her an excellent military officer, it doesn't help for diplomacy. She will not be joining us for the rest of the hearing."

Furthermore, I would like to know if your world has instituted rules or measures to legally constrain the use of the provided capital ships, such as the Teprogrenaian Consensus has done."

"The process is rather simple we don't sell outside the union. We believe that the union application process validates a state enough. For the rest we do not limit any use of our capital ships. We find it somewhat naive to assume that just an agreement would be enough. If they do something that is morally rejectable we will take action at that moment. But we have no interest in limiting this beforehand as we assume that union members are morally sound enough."

from Darya works as following a representative of that world contacts us via a channel. For example the daryan embassy on union. we then check if that person is a legitimate representative like a senator or the likes. Then there is a negotiation about the price together with a representative of the trade office. Finally this is approved by the minister of trade and then (:capital-ships)
