"Of course. The Admiralty Board believed that the former STF needed to be better able to defend itself. To do that they believed a substantial increase in military assets was necessary in the form of Capitol Ships.
After they had decided to take this course of action, the proposal was sent to the Peoples Board and the Science Board. This was a standard procedure for any action or project that would require a significant change in expenses and investments made by one of the Triad Boards. The proposal was approved by the other Triad Boards.
I was contacted for a recommendation of which world should be contacted to provide a supplier. I recommended the Unified Republic of Darya. I was subsequently assigned the task to negotiate a contract with them.
The Admiralty Board held the responsibility for the purchase and the construction of the fleet. They where also the ones that put the Lady-Fleet Admiral in charge of the fleet."

Are their records of meetings of the Admiralty board to indicate who played a part in the decision? Is a vote held within the board, or is the military command hierarchy followed whereby the highest ranking commander has the final say in the matter?"

"As I already said, the Admiralty Board held the final responsibility. The Admiralty Board makes decisions by majority vote. In addition the Fleet Admirals on the board have a veto right.
A record is kept of who votes against and who votes in favour. If the Board makes a bad decision the one who came with the idea is held accountable, as well as the Fleet Admirals who voted in favour. They would be reprimanded, be removed from the Admiralty Board or discharged from the military all together. That would have depended on the severity of the mistake.
If a decision also needed to be approved by the other two Boards, they would also be reprimanded. Does that answer your question?"

"I would like to know what the hell is wrong with you people!" Lythia's earlier polite tone had turned into one of anger. The volume making a crescendo.

Ajava was rather annoyed that the chair of the committee had not yet continued the hearing. She could have been doing more productive things with her time rather than sitting here watching the bureaucracy slow down to keep up with the decelerating bureaucracy.

She looked at her fellow committeemembers as if inviting them to kick off any questions they might have.

We find it somewhat naive to assume that just an agreement would be enough. If they do something that is morally rejectable we will take action at that moment. But we have no interest in limiting this beforehand as we assume that union members are morally sound enough."
