[Senator Harek]

Senator Harek seem to be wearing his fine Hiocan robes today. He looks to the datapad and discusses some last details with his assistant. He stands up and addresses the Senate.

"Dear ministers and senators,

The war with the Mandalorians have caused quite some damage to both Mandalorian and Union fleets. A lot of vessels have been damaged and the wrecks are floating in space. As you have probably read in the news a Hiocan scientist has found a way to recycle these shipwrecks and make raw metal from them. A investigation in sectors [7,-4], [7,-5] and [7,-6] shows that in each sector 2500 can be harvested. A total of 7500 can be recycled with this new technology.

From this metal products can be made and tax can be earned. Trade fleets equipped with the new technology can go into the sector and harvest the metals. The won metal has to be transported to the production facilities and then sold to create . The Hiocan Society is willing to help organize this. We need to do this together and hopefully we can fill the all the metal related production lines of the Astai Republic, Teprogrenaian Consensus, the Unified Republic of Darya and more to the max. Together we can find a way to make the most use of these metals. We need to be quick as otherwise the metals will be lost in space. I therefor ask all of your help for this.

As these metals come from action in defense of the Union, most of profit should return to the Union fleet so they can be repaired and a small portion goes to the harvesting, producing and trading faction, a division of 55:15:15:15 seems fair to me. But as I am no economist I will leave it up to the minister of defense and commerce to determined and discuss with the senate."

Lady-Senator Maria Latharion raised an eyebrow.

"Senator, on what basis do you claim salvage rights in sector 7 -5 and sector 7 -4? Sector 7 -4 is Astrian Colonial Authority sovereign territory, you can't simply claim the wreckage there.

Also the Senate is not the appropriate location to discuss a business deal. I strongly advise you to use the holonet for this."

"As Chancellor I applaud the initiative shown by Senator Harek. I agree that it is reasonable to use about 50% of the profit made from the sale of these metals for the repairs of the Union Defence Fleets.

Since the Union Defence Fleets defended these sectors and many soldiers gave their life for this cause, I would say it is reasonable to use a part of this profit for the repairs.

I believe it is easier if the Hiocan Society, Astrian Colonial Authority and the Union sell these metals in their sectors and donate 50% of the profit to the war fund to repair the Union Defence Fleets. This makes everything easier to manage."

"Senator Latharion, I don't think the Hiocan Society tries to claim the wreckage in 7 -4. They pose a possible way of fairly distributing the wealth that can be gained from these wreckages.

Surely, you agree that these wreckages are only there due to the efforts of the Union Defence Fleets? Because they were there to protect your world, these wreckages exist.

Is it not a good idea to pay part of the repairs from such war-related income?"

"I have no problem what so ever with giving the Union a share of the profits from such an endeavour.

I do have a problem with the fact that Senator Harek fails to mention the Astrian Colonial Authority, either as an involved party or in the share of profits. Like the ACA is located on the other side of the galaxy and has nothing to do with this."

"Dear senator Maria Latharion,

I do not mention any faction or authority of the sectors. If a ships of the Union flies in a sector and breaks down, it does not mean that you can just claim the wreck. It belongs to the Union and therefor it does not matter in which sector it is. Therefor, I stated is neutral. In my proposal all the parties helping salvaging would get a reward. If you do nothing with the wrecks in your sector, you would get nothing.

Both the Astrian Colonial Authority, the Union and the Hiocan each have a sector where shipwrecks lost to the Mandalorian invasion can be recycled to be put to good use. So lets collaborated and collect it all."

Maria sighed.

"Senator Harek, you clearly mention the Hiocan Society, the Astai Republic, the Teprogrenaian Consensus and the Unified Republic of Darya.

I understand you are trying to help the Union and increase cooperation between it's members, but you can't deny the Astrian Colonial Authority is involved in these matters.

I haven't made any claims of ownership of any wreckage. However I will not stand for the assumption that the ACA will just quietly go along with a matter in which we are involved, but have no say in.

I'm not trying to create a conflict here, senator. I'm just doing my job by looking out for my people's interests."

"Dear members of the senate,

The Praetorian Empire plans to start harvesting the in 7 -5 in 142 with 200 / . Since no other faction has shown their interest in these we expect that no faction has a problem with this.

"It is the intention of the Astai Republic to start harvesting operations of the in 7 -5 around 143. This will most likely also be around 200 / . We have no problem with any other harvesting operations."

"We see that the Preatorian Empire is recycling from [7 -5] which is Union territory and is not returning money to the Union to repair the fleets who have fought there.

As a chancellor you supported this senator Ardios Eldrilith, so why not now?"

The Praetorian Empire does not transfer the to the Union directly. The Praetorian Empire plans to invest the in the repairs directly or transfer them to another faction that handles the repairs. Unfortunately the repairs of the Union Defence Fleets have not started yet."
