"Senators," Tassar began, he spoke calm with a clear voice, "The ministry of foreign affairs have issued an investigation to the Moons of Tunuarana, this small faction suffers from natural disasters and are in need of humanitarian help. The Moons of Tunuarana claim to require 500
and 500
to recover. We of the ministry will send an investigation team to observe their problems and to make an inventory of their needs. We have asked the Jedi for assistance and escort in the matter.
If there are any factions willing to support, be it in the way of additional investigation teams for a broader covered area or supplies or anything else, all help in this mission is welcome for this faction.
Additionally, as part of an ongoing cooperative project with a group of nomads, we have granted them access to the Bozzy spine. Needless to say they have agreed to follow- and uphold to all the involved laws and regulations. Questions and clarification requests can be delivered at the ministry of foreign affairs."

"The Praetorian Empire and the Sundarian Federation have started shipping a portion of the requested goods to the Moons of Tunuarana. We do this in good faith and are willing to continue if the delegation returns the news that the need for aid is genuine. "
We have dedicated a trade fleet to support this mission for the upcoming 10
. Furthermore Ariana Danacia will represent the Praetorian Empire and our interests in this mission.
We welcome other factions to join us and provide aid goods for the people of Tunuarana.
Thank you."

"I had not expected such a swift and resolute decision on this matter,"
Peinaili stated after the Praetorian Senator had finished,
"however this is a welcome one we wholeheartly support. In addition to the aid goods which we have already promised, we are willing to offer our expertise in geological surveys as well should that be necessary or requested. A small contingent from one of our survey fleets is being prepped as we speak and will be ready to accompany the delegation to

On a more important note, you have already granted them access to the Bozzy Spine and by extension the worlds of Union members. Why has the Senate not been involved in this decision? Or does a faction not have a say in allowing a non-domestic group into their territory?"

"The following statement by the Ministry of Defence is made under the state secrets act." the Minister of Defence opened.
"The Ministry of Defence is aware of the presence of the nomad floatilla, as it is of any significant groups of foreign vessels travelling through Union space. We will continue to monitor the situation. At this time it is the judgement of the ministry that they are not a threat to Union security.
On a personal note, please rest assured that -we- take the security of the Union very seriously."

Continuing under state secrets act Tassar explained: "The senate has not been involved for two reasons, the first is because of the small scale this decision. We of the ministry of foreign affairs try not to overload the senate with minor discussion like which individual may or may not have access to the Bozzy spine.
The second one is that currently we have started a cooperative effort with these nomands to upgrade our scanning and sensor networks. Putting this cooperation on hold due to senate discussion unnecessarily increases security risks. The upgrade is meant to increase the accuracy of the scanners to find smugglers and pirates in difficult to scan areas.
This means that the overall security of the Union have never been at risk, but this allows us to better protect the entrepreneurs and freelancers from the threat of piracy and smuggling by removing the problem at the core."

"And so instead of exposing the members of the Union to isolated threats like pirates en smugglers, you chose to expose us to the threat of espionage?" The Astrian Senator asked rhetorically.
"How can we know for certain these nomads are really nomads? I strongly suggest an armed escort is assigned to them for as long as they are in Union Territory to make sure they cannot harm any of us. Preferably a few capital ships commanded by someone who won't hesitate to open fire if necessary."
He paused a moment.
"If the Senate agrees to this, the Astrian Colonial Authority is willing to take on this escort task. Which they would naturally pas on to local forces when these nomads enter a Union members territory and resume it once they leave, for those members that do not want our navy vessels in their territory."

"Senator Doshima, before we continue, I think it would be good to first make sure that we are talking about the same things.
Every day, hundreds of thousands of civilian vessels travel over the Bozzy Spine. A large number of them traders from outside the Union coming to trade and have their ships maintained at one of the many Union worlds. One of the reasons that the Union is so successful is because we allow the use of the Bozzy Spine infrastructure by civilians without discriminating. This allows economies to flourish through trade and commerce, not only within the Union, but carrying far outside it as well.
Could you elaborate why the Astrian Colonial Authority considers the presence of a few more nomad vessels is a problem? I can understand your concerns but many Union worlds see large numbers of civilian ships from all ports dock and participate in the galactic economy.
Maybe you have additional information that you would like to share with the Senate under the State Secrets Act?"

The chancellor looked at senator Kachiso Doshima as they whole senate silenty waited for an answer.
Kachiso looked shocked, as if the chancellor had just turned green and had grown a moustache.
Regaining his composure he took a deep breath before starting to speak.
"Chancellor, have you read the report from the jedi on the mission that led to this discussion? Has any member of the cabinet read it?
And if you have, then why does it seem I'm the only one concerned about a group of Ultramarines on the Unions doorstep? Or do you have definitive evidence these nomads aren't in league with them?"
((OOC: Sorry, I forgot this one. :())

The chancellor replied calmly.
"Of course I have read the report, as have all members of the cabinet I'm sure, but the presence of Ultramarines on a planet visited by the Jedi is not really much evidence that these nomads, who were in a different system alltogether, are in league with them. In fact, the presence of Ultramarines on Rymea is to be expected: it is a port of call on the route from the Union to the Hutt Families. Are we to ban all traffic from and to the Slave Rebellion because they might be in league with the Ultramarines?
But do not worry, I understand your apprehension. It is abundantly clear from the report that it was your astrian jedi, Nathan Miodrass Asillion, who nearly created an incident by getting into trouble with the Ultramarines. Apparently by trying to impress a girl...", she pauses for a moment, "It seems he has made a habit of harassing women.", the veolian woman adds in a serious tone.
"I suggest that we leave the matter of security in the capable hands of minister Standro."

"Excuse me, Chancellor, but at the risk of going off-topic, could you clarify what you mean when you say that it seems Nathan Miodrass Asillion has made a habit of harassing women?
Don't get me wrong, I fully agree he made a colossal mistake and I fully expect the Jedi to properly reprimand him for it. However, I can't help to think you are implying something else."
The Astrian man responded.
"It is no secret he was convicted of second degree murder and that this murder was of a young woman. However, he has served his sentence for that crime and need I remind you that knowing these facts the Jedi still accepted him into their ranks.
If you are implying Padawan Asillion is unfit to be a jedi, then I suggest you take your concerns to the jedi and Padawan Asillion directly. I am certain they will take your concerns into consideration and hopefully they will be able to alleviate them."
Then he sighed.
"Getting back on topic, I will concede. However, I will go on record with that I believe the freedoms of individual Union members has been violated by the manner this decision was made. I also encourage Union members to be careful, should these 'nomads' wish to enter your sovereign territory. Any world that lacks the capability to do so should not hesitate to contact me. For the Astrian Colonial Authority is more than willing to aid in defending it's friends and allies."

"First, senator Doshima, let me put your mind at ease that I am not referring to the alleged murder your jedi padawan comitted.", she replies with a flat voice. "But we should leave it at that, this has indeed gone off topic.", she calms herself.
"Your observations on the proceedings have been noted by the senate."
