"Senators,

To maintain the general readiness of the Union Fleets, and to keep our forces in peak condition in the case of conflict, the Ministry of Defense will be organizing large scale fleet exercises, including both deep space and system defense battle simulations. The exercise will involve several full Union fleets, as well as individual battle groups and will be the largest military exercise in recent history.

In order to free up the fleets necessary for these exercises, we ask for three member worlds to provide one fleet each to take over piracy patrols for the duration of the exercise - we need fleets in Sectors 10 -5, 11 -6 and 13 -7. The Ministry of Defense shall cover the cost of these patrols up to 150 per , so merely asks for fleets to be made available.

The Ministry of Defense also invites all Union Members to send their own military units, commanders and specialists to join in these war-games and additionally invites Jedi, Senators and Officials from Member Government to come and observe these war-games. It does note that all observations made by participants as well as observers is covered by the State Secrets act as military secrets.

Once the exercises are completed, the Ministry of Defense shall use the opportunity to safely reposition its fleets for a more efficient piracy patrol."

"The Veolian Commonwealth volunteers a fleet to take over patrolling for the time being.

Furthermore, the Veolian Commonwealth would like to participate in the exercises with three battlegroups. We will also be sending a specialist zero-g infantry division for evaluation of their combat viability and effectiveness. These troops will be joined by a delegation of specialists from several veolian military institutions, representatives of the great houses and a member of the imperial family.

The exact details of the veolian military units and delegation will be made available through the appropriate channels."

We ask that the Veolian Commonwealth take over piracy patrols in their home sector of Sector 10 -5 and that the Praetorian Empire move their fleet to Sector 11 -6 for piracy patrol to start in 216. The Confederacy of Excaria shall move a fleet to Sector 13 -7."

he paused and took out a note

"The Ministry of Defence gives special thanks to the illustrious Imperial Prince Odakim V of the Rising Suns of Deominius for his assistance in making this possible."

There had been no request for this, but the Minister found that flattering the Imperial Prince was likely to be of benefit in avoiding issues when moving its national military into the home sector of the Deominians.
