"Fellow senators,
The Union has received greatly increased tax funding from it's members for some time now. Furthermore, the Union has not seen new members join for some time now, which has strengthened the reserves needed to provide the Offer of Aid.
The cabinet proposes to amend certain laws to allow any new members to more easily catch up with the economic developments of the Union. By doing so new members will be able to contribute more to the Union economy as a whole.
To this end, I propose the following amendments."
The following document was transmitted to all senators:
The Turn 17 Subsidies Law shall be amended as follows:
"Overall, new members will receive an additional 8000
above the traditional 10000
. Furthermore, they will also be able to buy subsidized
to encourage expansion and interconnectivity even in the early stages of economic development.
These changes will not cost the Union any additional
, as we have been able to systematically save up funds reserved for the Offer of Aid. So in effect there is no reason to be against this vote -- new economies get increased support, leading to increased profits and a stronger Union at zero additional cost.

((OOC: We haven't updated the Union income for some time now, and looking at FWURG player growth and the current economic state, I am reasonably confident that we can raise these numbers even with the current budget. Mainly because the Union can magically save

The Offer of Aid Law shall be amended as follows:- The period of the offer of aid funding will be extended from 10

. - Article 1. will be amended to: "1. They shall be exempt from all taxes for this period, excluding exceptional taxes levied for the defense of the Union."
- Article 2. will be replaced with: "2. They shall be paid a lump sum of 1500 per turn during this period"
