"Fellow senators,

We propose a change in the infrastructural policy of the Union, consisting of the following:

Article 1:

The Union grants to each Inner and Core world the materials necessary to construct a Quality 2 Hyperspace Lane in their home sector. Furthermore, the Union will the maintenance fees of this lane.

Article 2:

In case of Fringe Worlds, the Union will continue to maintain existing Hyperspace Lanes constructed under perview of article 1, but will not construct new hyperspace lanes, nor pay maintenance for existing lanes not constructed under article 1.

Article 3:

Should an Inner or Core world be located on the Bozzy Spine, the rights in article 1 do not apply - they remain covered by the Bozzy Spine laws and treaties.

Article 4:

Should a member world have already constructed hyperspace lanes of equal or better quality in their home sector, the Union will not provide additional hyperspace lanes, nor improve existing ones, but will pay maintenance fees equivalent to a Quality 2 lane.

Article 5:

The cost associated with articles 1 to 4 will be paid for out of the Union Infrastructure Budget, being drawn from the funds reserved for extending the Bozzy Spine. The delays caused by this will not be considdered in breach of any agreements on the extention of the Bozzy Spine.

Article 6:

Construction of the lanes mentioned in Article 1 will commense in order of the taxable income of each qualifying member, from lowest to highest.

Article 7:

The Minister of Justice is responsible for maintaining this order, including the placement of new members, and for ensuring no manipulation of the taxable income takes place to affect this order.
