Senator Harek adresssed the Senate:

"Dear senators,

For the Union it is of great importance to defend it-selves against pirates and other invaders. For a military fleet, capital ships are needed to be build, maintained, repaired and used for upgrades. Also other projects, like defense grids, need capital ships.

Currently, we are still at war with the Slave Rebellion. We have won some victories, but not without casualties. Union Defense Fleet 10 "Unity" and the Hiocan Veh Halitra fleet are severely damaged and are in need of repairs. A lot of ships have been destroyed and need to be replaced. Hopefully the war will end soon, but you never know.

At the moment Teprogrenaian Consensus is withdrawing from the Union market and there is no supplier of capital ships anymore. Is there someone willing to take over?

In my eyes a capital shipyard is essential to the Union Defense. Therefor we need a trustworthy good supplier. If no faction is interested in building capital ships, why not build a Union shipyard on an outpost. If we all contribute, we can all benefit from it."

"I concur with Senator Harek that the withdrawal of the Teprogrenaian Consensus leaves us in an undesirable situation where the Union as a whole has a shortage of production facilities for military hardware and components."

"I hope that one of the Union's members will heed the call, and start work on a new shipyard capable of the construction of star destroyers and other vessels. Perhaps such an effort can be supported with a subsidy from the Ministry of Commerce?", she states as she looks at the minister of commerce.

The Astrian Senator was quiet for a few moments.

"Normally I would say yes, Chancellor." Kachiso started. "However, I am also the Senator for the Astrian Colonial Authority and, as it happens, the ACA has plans for a shipyard capable of producing capital ships. Obviously my opinion is biased."

The Minister paused a moment.

"I do believe the Ministry of Commerce has sufficient funds to subsidise this, but I cannot, in good conscience, agree or disagree with such a plan. Nor can I suggest how high such a subside should be."

"We would support such an action by the Ministry of defense" the Sundarian senator stated after the senate had gotten rather quite,

"I would also like to inform any interested party that the Sundarian Federation is willing to place a considerable order for , should a member world decide to take up new production facilities for Capital ships."

"Lord-Senator Kachiso Doshima, I do not mind that the ACA is building a shipyard. It is very necessary that there are available for all the Union members. How will we otherwise be able to defend ourselves.
