Senator Harek has only spoken upon their entrance to the Union, but he now stands up. He seems be determined and waits until he has their attention.

“Dear Senators,

The Hiocan Society is just a recent member to the Union. Others have been there from the start. In this period of time, a lot of things have happened. New members have joined, new laws and subsidies have been accepted. The Union is under constant influence and chances accordingly. But how do we know if this is the wisest decision?

One chancellor can do this and the next can undo this. The Union should not be a place to do these kinds of opportunistic policies. Senators should not only think of their own worlds and wealth but also be open to other ideas and think of others. The Union needs to be stable and trustworthy. Good decisions need good arguments and underlying facts that can withstand time or applied according to various situations.

To come to a decision there should be openness and access to various files. No backdoor deals but open discussions in the senate and then come to a decision. These decisions have to be well filed and saved so we can later look it up. Good infrastructure is of importance.

When a decision is made it should not be locked up for eternally. Reflection is an important aspect on making a better decision next time. What in one time looked a great idea can later be seen as quite bad. Some arguments might be more important than expected and vice versa. Therefore reflection and evaluation of decisions have to be made so the Union can prosper.

I think we all want to know how the Union is doing and what progress has been made. Therefore, I would like chancellor Acehtoo and her minister to tell us what has been done and what will be done in their last turns before elections. Could you please tell what your policy is and how the budget is spend? So we can discuss things and evaluate it.

Let me know what you think of this suggestion and in what time you think you can prepare the necessary reports dear chancellor.

"Senator Harek raises a valid question which I believe deserves to be completely answered to his satisfaction. It is our responsibility as leaders of the Union to explain our actions and our vision for the future.

The Ministry of Commerce has continued its policies regarding subsidies and is currently analysing market movement to see where the Union needs to steer. It has also successfully completed the Bozzy Spine extention law, which connects all Union members by means of a Quality 2 trade lane to the Bozzy Spine. The effects this has had on the economy are significant.

The Ministry of Defense has made a large scale inventory of the Unions defences and has been defining new structures and balances for measuring military power which will be published soon.

The Ministry of Foreign Affairs has spent time contacting the Core Hegemony to establish more about their worlds and is in the process of opening up trade routes with individual Core Hegemony worlds.

The Ministry of Justice has concerned itself with ensuring all Union laws are kept to and subsidies are used in accordance with the law.

Finally, the Ministry of Finance has overseen the efforts of the various ministries and has provided financial aid where this was necessary, amongst others the Bozzy Spine extention law, because it needed to serve many members in a short period of time, has received extra funding in the past months to finance this operation.

Besides this, some other efforts have been made, which are classified."

At this time, the senate was closed to the public, and press was told to leave, the ceiling darkening to prevent espionage.

"Fellow senators, chancellor,

The following information is classified as top secret.

On the 28th of march, 2012, the Echani contacted us with a request for diplomatic communication. On the 9th of april, 2012, minister Ardios Eldrilith and I travelled to the Kortranc system, in (:hex) 8 -8, to converse with a representative of the Echani.

The Echani informed us of their fears with respect to a rising Mandalor. They have conveyed to us their wish to cooperate if the Mandalorians turn their hostilities on their neighbours. To this end, they shared with us their military communication crypto-keys and frequencies, and a capital ship.

We will meet with their representative again in a few weeks.

To update our information on the Mandalorian Fleets, Minister Ardios Eldrilith ordered a mission of information gathering with the Mandalorian territories. The results of which we are still analysing.

We shall keep you updated on this situation.

Furthermore, the Ministry of Defence continued the preparations started by Senator Bolv'ar of Excaria. As some of you might not yet know, these preparations are made for the diplomatic mission of Empress Saret Neferti to the Slave Rebellion.

This mission is both a diplomatic effort and a way of determining whether the recent bombings had anything to do with our support for the Slave Rebellion. If the bombings were indeed instigated by our support for the Slave Rebellion, we can expect one or more attempts at sabotage. To ensure the protection of the diplomats, we coordinated our efforts with the Jedi Council. They indicated that their preparations will be completed soon.

After hearing the explanation done by the Minister of Defence, Lady de Montève requested the floor.

" Fellow Senators, Chancellor, Ministers,

As I understand it, the Echani have sought contact the inform us of a possible threat to them and the Union, namely the Mandalorian warmongering. If my knowledge of the history of the Union is correct, this is the first time we have had contact with the Echani in a long time, which in my opinion adds some weight to their claims.

As for the Mandalorians, for years the separate clans have been keeping each other in balance, seemingly content with a struggle over trade lanes and sectors within their territory. The rise of a new Mandalor threatens this fragile balance and may well put the full might of the Mandalorian Industry on a warpath.

This poses some questions:

1) Should the Mandalorians decide to attack the Echani, what is to be our response?
2) In the event a Mandalor comes to power, what initiatives will be undertaking to prevent an all out war, which threatens the stability within the region?
3) What efforts are being made to ready our fleet for a possible conflict?
4) Has their been any diplomatic communication with the Mandalorian clans about this matter, and could a clan be persuaded to accept our help?

"As Minister of Foreign Affairs i will try to answer all four of your questions.

In our upcoming meeting with the Echani we will discuss the possibilities for cooperation. We will talk about a joint military response with the Echani. We should have a better answer to your first question after this meeting.

If the Mandalor comes to power and starts an all out war we will join forces with the Echani and Core Hegemony to contain the situation.

All our fleets are in good care with the Ministry of Defense.

We have not had any direct contact with the Mandalorian clans yet. Our informants tell us that the clans are probably not accepting any of our help since they see it as a weakness.

Any other questions?"

Lady de Montrève asked the floor again to reply after a clarification had been given by Minister Eldrilith

" Thank you Minister Eldrilith,

I'm happy to see steps are being taken to secure the interests of the Union and efforts are underway to maintain stability within the region. For now the available intelligence is limited and there are no indications of an immanent conflict, however I think it wise to consider the options available to us and at least start preparations for an armed conflict whilst we try to find a diplomatic solution. "

Due to some comments on my previous words I would like to clarify a couple of things.

When it comes to the forces of the Echani and Core Hegemony they have not yet expressed their support to this cause or the Union yet. It is my intention to talk with both the Echani and the Core Hegemony to come to a solution for the Mandalorian threat. It is my intention to join forces with both factions to make sure that the Mandalorians will not raid outside their territories.

What is the opinion of the senate on this matter?"

Immediately after the statement by Ardios Eldrilith, minister Nehket Aeka wrote something on a piece of paper, and had one of her aides deliver it to him.

“Dear chancellor, ministers and senators,

I am glad to see this open discussion. But I have to voice my concern that with refugees from the Slave rebel and this news of Mandalorians that the Union does not get involved in two wars.

I hope things can be solved diplomatically by our ministers and the efforts of Empress Saret Neferti. Maybe this will open the door for greater collaboration. But for that we have to wait and let us be prepared for various options.”
