I have two questions I cannot seem to figure out.

First of all, how do I apply the Union Grant on the wiki? Should I make it like a trade with the Union? Usually I don't make trades where others give me stuff, only where I give stuff, so I'm a tad unsure.

Also, how do I set my tax level to zero for this period?

just fill it in with your turn report. subsidies work the same way.
