Fix: Outpost has no power, supports population!

Chriz and I spotted a slight problem with the current Outpost rules: The outpost has no
. In fact, the whole concept of power isn't mentioned on the Outpost page!
Chriz and I propose to solve this as follows: The outpost has a base power generation of +100
. This allows a fully filled 10-zone upgraded outpost. Any further power consumption can be remedied with building a
Power Zone in the Extra slot, or fixing with techs later on.

I think this is an excellent fix. I take it that this is in balance with the outposts?
Well, at the moment, the outpost isn't even usable. Since zones require power, and the outpost has none in the current situation, your zones are of no use. The only way to get a working outpost in the current rules is the upgrade, and build a
Power Zone in the extra slot. This was not the intended behaviour. The intended behaviour was that the zones would work, and that the extra zone would allow for an interesting option such as an Open Market Zone, or Fleet Zone, or other interesting thing.
But since you can also put population on the outpost, and it is its own small economy, we think that the best fix would be to give it a base power generation (just like a planet has through the power it receives from its orbit type). So now, the outpost is basically a small world, which is exactly how it should work.
To answer your question: yes it is in balance with the outpost's intended operations.

I believe the intended fix is a good and logical one, the power issue has been overlooked and this solves this issue nicely.
