As already done in First Aid for cyborgs/cybernetics?, I propose the following new skill. The reason for proposing this skill can be found in the other topic. As mercury pointed out there, the text has been clarified.
This skill covers specalistic knowledge and skills for the design, creation and maintenance of cybernetics.
Note that this skill is not needed to be a cyborg, normal use and run-of-the-mill maintenance is also covered by Mechanical Engineer, which can be used untrained. Cyberneticist is the highly specialized training required for the proper repair of cybernetic components, the development of new cybernetics applications and components, and for the initial application of cybernetic components to a biological entity.
The Cyberneticist skill does not cover all medical expertise necessary to install cybernetic components! Depending on the difficulty of the surgery required to 'install' the cybernetic component, having Medicine or the assistance of another character with Medicine is strongly adviced.
