Obviously, as I helped think up the concept, I like the idea.
My comments:
The cost of changing a Base Station at the same level as changing an Upgrade Station. 100
+ 250
nets you a fully capable Upgrade Station that also acts as an Base station. Whereas applying this tech to the Base Station costs 150
+ 250
, which is ~250
extra. This takes first construction a Base Station out of the game. I propose to fix this by making the 'Holonet universal base code upgrade station upgrade' more expensive (say with an additional 50
).
The names are very long (e.g. 'Holonet universal base code upgrade station upgrade')... A shorter name like 'Holonet Multiplex Stations'. The technology itself can be called 'Holonet Multiplexing Theory'.
The two upgrades do the same thing: turn a Holonet Station into another kind of Holonet Station. I propose to model this as a special project instead. The special project transforms the Base Station or Upgrade Station (at different costs) to a Multiplex Station -- this gives it more of a 'high tech' feel, which I think fits well with the factions mostly using holonets.
The technology has no prerequisite. Advanced technologies can be placed behind one or more other technologies (though this one might require its own 'fundamental' tech).

The name 'holonet multiplex stations' reminds me to much of a type of wood. Wooden holonet relays are a bit to wookie for my taste.
Aren't technology enabled upgrades basicly the same as special projects?
Non of the existing base techs really apply in my opinion and I admit I was a bit to lazy to think up one myself.

Multiplex has a very fitting and well-defined meaning next to 'wood' :P
Upgrades are indeed special projects, but not all special projects are upgrades. I think that it is easier to understand how this works if we just introduce the third type of Holonet Station which is the best combination of both others -- and have a project that transforms the others into the third kind. (Which I called 'Multiplex Station', since that is what is is doing: multiplexing two tasks onto a single station).

Prerequisites: Compositional Pattern Engineering
In the event that a Base Station suddenly becomes unavailable, the Duplex Station can take over the task of base station without downtime (and will require immediate upkeep). By attaching all upgrade stations in a sector to a duplex station that is in turn attached to a Base Station, the Duplex station can act as a fail-over if the Base Station becomes unavailable.
The cost of this project is dependent upon the type of station being patched.
Cost:

The Holonet Relay Stations page will be updated to reflect the existence of the Duplex Stations.
I was thinking that maybe we could convert 150
of the 250
upgrade cost into 200
to give the project more of a software upgrade feel?

Looks fine to me. Personally I would go with the tax rather than the ICT technology option.
Although I see using products in special projects as a good option in general I don't believe we should use it in such small scale projects. I would reserve using products for larger scale projects or as upkeep for continues projects.

I have no problems with smaller amounts of products, especially since you would most likely want this multiple times. But I see how it can get annoying really fast. (Also, you spell it as 'continuous' :P)
The costs looks reasonable to me. Is there a way this is calculated or is it just a number which seemed nice?

I support the ICT tech addition, though its to my disadvantage.
ICT could indeed be a fitting addition, however I'm not so sure on the usefulness of adding a product into a project that already requires a very small investment. I think it'll get annoying rather quickly if we decide to add in products in every project we think up.
I would like some arguments to be brought to bear on both positions, just a "I don't like it" isn't cutting it.

- It gives the products more meaning, and binds them to less clear-cut valuation factors (i.e. other factors than N-sets).
- These smaller projects are usually done more than once, so the small investment quickly stacks up, making the investment still a sizable one.
- Smaller amounts of incidental products allow smaller economies to dump some of their excess products.
For the record, currently we have 2 against using

(Brend, Elmer, Mercury), and 1 unclear (Gerben).
