It mostly looks good, I'm just checking this against the list of PC world requirements, which all seems to be in order, there's just one thing I want to hear your views on. PC systems are required to have sovereignty over their territory.

That doesn't mean you have to give everyone representations - monarchies don't, and neither do most democracies (few democracies give votes to infants), but you are required to have sovereign control over your system.

Your faction page states the cartels that are controlling the territory represents less than 20% of the population, so I'm wondering if the Cartels together have sovereign control over the system. In other worlds, those 80+% people, are they a separate country, free to make its own laws, territory, military, etc., or do they have to obey the laws the Cartels make (even though sometimes they may disagree with them)?

The Company runs a tiny office for Scavenger Affairs that presumes to administrate the non-aligned Caldossi living on Caldoss, who are known derogatorily as the Scavengers. (More lore incoming.) The collaborationist scavengers presumably obey these laws. The rest is more rebellious but still relies on food, water and medicine from the Ascended, so they cannot be openly rebellious. Another point to make here is that hyperdrive technology is deliberately withheld from these scavengers by the Cartels, so it's not really possible for them to leave the ravaged homeworld and cause trouble.

Until, of course, they do. (Potential Storyline! [TM])

Hmm, interesting possible future storyline! I like it!

Regarding sovereignty, I think being dependent on the central government for food, water and medicine qualifies them as being "under control". So I approve.

Be aware however that if your world evolves into a large scale civil war, this may cause some factions to challenge the legitimacy of your factions Union membership. Moreover, your government is held financially, legally and morally responsible for acts by your sub-factions within the Union. Even if they think they are independent. But I trust you to be able to handle that ^_^

Thus, I think we're good!
