Less Union Military Fleets, Less Bozzy Spine, and rules changes

The upcoming rules changes are one of the largest set of changes since the beginning of FWURG. These changes will also have some consequences for the setting: the number of military fleets supported by the Union, and the amount of taxable income of some members needs to be adjusted.

After some updates (some of which were long overdue), me, Chriz and Fedor have worked out our proposal to update the setting:

  • Military Fleets: The Union will be reduced from 12 fleets to 8. Of these fleets, 4 will be 2/2/2 fleets, 2 will be 3/3/3 fleets and 2 will be 4/4/4 fleets. The current fleet upkeep of 3000 (:tax) (12 x 250 (:tax)) will be changed to 2400 (:tax) (4 x 150 (:tax) + 2 x 300 (:tax) + 2 x 600 (:tax)) and an additional 1200 (:tax) for piracy patrol upkeep (8 x 150 (:tax)).
  • All Union fleets will normally be in inactive state. Their home port will be Unity. They will be patrolling the Union against piracy in the following sectors:
    • (:hex) 13 -2: 3/3/3
    • (:hex) 14 -4: 2/2/2
    • (:hex) 15 -5: 2/2/2
    • (:hex) 13 -6: 4/4/4
    • (:hex) 12 -7: 2/2/2
    • (:hex) 10 -6: 2/2/2
    • (:hex) 8 -6: 3/3/3
    • (:hex) 8 -5: 4/4/4
  • The costs of the Bozzy Spine are reduced with 2400 (:tax) (960 (:tax) x 2.5 (:hex)) since we don't need to maintain the Bozzy Spine for the Free Confederacy.
  • The following NPC taxable incomes are lowered:
    • Excaria: -3000 (:tax)
    • Heimgol: -3900 (:tax)
    • Mioman: -2400 (:tax)

On Military Fleets: We think that the Union shouldn't have only 4/4/4 fleets as this is weird. It will need some highly effective firepower, and a lot of piracy control. We think that the 2 x 4/4/4 and 2 x 3/3/3 fleets will be more than adequate to police members, and to act as rallying points during an all out war.

The home port of all Union fleets is Unity unless this is through IC effort. This will make going to war much more costly, but also something that Union Members can contribute to more effectively. (We want to discourage superpower-wars, and encourage worlds to do things themselves.

The distribution of piracy patrol positions of the fleets could be done in other ways, but we think that this should be left to the Minister of Defence (who can reposition fleets without a vote as long as they are not activated). This will generate more roleplay, which we like.

On Bozzy Spine and NPC taxable income: Based on the new tax system the Union worlds generate remarkedly more tax for the Union. After we removed the worlds of the Free Confederacy as income generators for the Union, we calculated how much (:tax) was needed to make to balance the budget, taking into account the lowered Bozzy Spine upkeep and the new fleet upkeep. We reduced the largest NPC economies downwards according to their new taxes to the Union. We did this to make sure that we didn't have to touch the Union budget any more than necessary.


This post has a second purpose. Right now, we have a lot of changes waiting to happen. We want to leave this proposal, which neatly takes into account all the rules changes, open for discussion for a week. After the week, we want to make all the pending changes official. I'll update the wiki where still necessary, and post the official rules changed notification where people can note their retroactive changes.

For the record, the following rules are pending in this bulk update (included are related updates and small fixes, excluded are things that are purely additions: second upgrades, settlement)

12:40: I'm starting with these updates. Some of the rules might be inconsistent for a while.
15:48: Fedor has joined in updating some things; most of the work is now done. Technologies, military fleets and notifications still need to be done.
16:19: Food has been eaten, work continues.
15:57: Techs are done. Now starting work on fleet and budget fixes.
17:31: Union Military fleet and budget fixes are done. Now on to posting notifications of change and retroactive changes!

Notice: I have already replaced the Union Military because I don't want to have old data sticking around for 5 (:turns).

Repairs still need to be executed, but they will be executed on 'ghost fleets' that are no longer available. Once the repairs are fully completed, these ghost fleets shall disappear to never be heard of again. This way we can pretend everything is as it should have been without too much hassle.
