The Djana Military Research Centre is a small international research centre situated in 10 -5 in the Niras System. The Centre focusses on the research and development of military technologies and prototypes, both offensive and defensive in nature. It is originally a cooperation between the Veolian Commonwealth, Teprogrenaian Consensus and the Unified Republic of Darya. With the withdrawal of the Daryans from the political and economical arena, the Centre is now looking for new partners.

The research facility itself is run by director Aunzora, who is responsible for the day to day operations of the centre, and determining the scientific direction of the centre's projects. He has a broad scope of freedom to determine where funding is spent. Strategic decisions and the determination of project funding is done by the Board of Oversight, which consists of a single representative from each partner world. Executive decisions on whether a technology will be fully developed to be deployable on a galactic scale are in the hands centre's of the Board of Oversight. Any decision by the board of oversight must be unanimous.

Attached you will find the original treaty between the first three partners outlining the rights and duties of partners. While the treaty is written within the context of the three establishing partners, we will amend it to support further partners. In the context of the recent Senate vote on cooperation, no limitations other than those in the treaty will be imposed on newly joined partners.

The Djana Military Research Centre is not a "venture" in the the business sense. The centre does not exist to make a profit, nor does it exist to interact extensively with the intergalactic market. If, knowing this, the ACA still wishes to participate in research and development of military technologies, your contributions to our shared knowledge would be most welcome -- even those fields of research that can be considered controversial given the location of the centre.

I suggest the following next steps:

1. The ACA sends over a small delegation to present the expertise they can bring to the centre. If this delegation includes your representative for a seat on the board of oversight, we can meet them in person without further delay.
2. The Board of Oversight will vote on your application. This decision must be unanimous, though given your recent advances in military strength and your expertise in the cybernetics field I expect this to be merely a formality.
3. If the Board of Oversight is in favour of your application, we will arrange for the treaty to be adjusted for your participation and registered with the Ministry of Justice. We can then also start work in integrating the Astrian contingent of scientists and engineers at the centre's facilities.

So far, the members of the board of oversight come from military and scientific backgrounds. We would like to continue this tradition to ensure that the board of oversight is not too far removed from the reality of military research.

I will arrange for the introductory meeting and schedule a board of oversight vote after I received confirmation of your intent to join.

The Hiocan Society is curious as how the research is going on the Masuk' faik-khush artifact? When the results are decisive enough to create a new technology the Hiocan Society would like to joint this effort. Military research is not our main focus so we will shall not join the Djana Research Centre, but we would still like to cooperate occasionally.
