In the context of the Cooperation Promotion vote, I am please to inform you of the following offer: The Vaspa Ahlstorm Conglomerate (VAC) hereby invites all Union members and intergalactic corporations originally established by a Union member to join the conglomerate.

About the VAC

The Vaspa Ahlstorm Conglomerate is a joint venture by Vaspa Industries and Ahlstorm Enterprise. The conglomerate focusses on industrial-scale chemical processing and material enrichment. The conglomerate has its origins in the chemicals refining and harvesting field, but has since branched out into large-scale processing and enrichment. Future strategic goals include branching out into physical materials processing through combined expertise and eventual acquisition of further processing lines. The conglomerate is under joint management of Vaspa Industries and Ahlstorm Enterprise.

With this conglomerate we wish to make it easier for our members to optimise their industries and increase the productivity of the Union through the sharing of our expertise in the field of large-scale production line optimization.

Joining the VAC brings with it the following benefits for your world, summarized from de facto VAC operations:

• Upon joining the conglomerate you will have zoning rights for all current corporations under the VAC umbrella (at the moment of writing, 3 branches, 2 branches, 2 branches and 2 branches), and the rights of all new corporations that join our conglomerate from now on,
• An equal share of the total dividends from all corporations under the VAC umbrella, with the remainder of the division being given to the oldest members first (i.e., the oldest member gets +1 , then the second-oldest, and so on until the complete remainder has been handed out),
• A representative of your world or corporation will have a seat on the board of directors, allowing them insight into the financials of the VAC and a direct line to the directors.

To join the VAC, the following conditions must be met, again summarized from de facto VAC operations:

• Your world or corporation must establish a corporation as branch of the VAC in a currently under-represented product related to or , i.e., the VAC should not yet have two branches of the selected product. Prime candidates are or , as the , and fields are already fully represented. Matched applications, i.e., applications that complete a pair of product branches either by joint application or by cooperation with a current member, are preferred and more likely to receive subsidizing from current members.
• To ensure that you join the VAC with conditions no worse than there were for existing members, we will consider matching applications from corporations that do not match our target profile of or related. Provided that they are:
  1. willing to rebrand as a branch of the VAC,
  2. they are not under contractual obligations that restrict their operations or to transfer part of their dividends,
  3. they are not under contractual obligations to offer zoning rights to worlds that are not a member of the VAC,
  4. they are not under contractual obligations that limit the movement of their corporate headquarters
• The provided new VAC branch will fall under normal VAC operations. It's dividends will be shared among VAC members as described above, and the VAC Directors (currently Nehket Sajjana and Etaireia) will be granted corporate authority to move the branch's headquarters and to direct product development and direction.

Upon application current VAC member may opt to subsidize part of the to-be-established branch, depending on their means and economic situation.

To conform to the special Union laws as set forth by the vote on Cooperation Promotion, this offer is valid from the time of posting to the end of 236. Under the understanding that it is not necessary for the new VAC branch to be completed by that time, we do ask that a commitment to joining be established by the time this offer ends, including a reasonable schedule for the timely (within 5-10 ) establishment of the new VAC branch.

Dear Nehket Sajjana,

The Praetorian Empire is interested in joining the Conglomerate with a Corporation. Unfortunately there are some conditions that have to be met before we can start this Corporation. We still need a partner that establishes a Corporation as well. Does your organisation have other applications or a partner in mind? If this is not the case we will have to publicly announce this which means it will take time.

Furthermore we will have to construct two Cold-Orbit Megadomes to establish the Corporation. We have enough to afford it but the materials required might not be available in large amounts.

Since this might be time consuming to arrange the schedule of 5-10 will be nearly impossible we believe.
In the spirit of cooperation I would like to ask the Vaspa Ahlstorm Conglomerate to be lenient with this condition.

We would like to ask the VAC and its members to help us with finding a partner for the Corporation and suppliers for the materials required for the Cold-Orbit Megadomes.

I send this message to both your worlds, so that both interested parties are kept informed of the situation.

The VAC is glad to hear that you have both been able to find a matching partner to establish branches in the industry. Before we can proceed though, I have some questions about your applications. Because of this, we can not directly move forward. Rest assured that we will not hold any delays caused by this process against you if your application is approved.

Senator Ardios Eldrilth, our current figures show that the Praetorian Empire currently only produces 160 . This amount is nowhere near the scale of VAC branches we are willing to support. Can you elaborate a little about your plans with regards to your industry, and how the Praetorian Empire would contribute to the overall value of the VAC?

Danar Torig, in the past the Teprogrenaian Consensus has refused to export non-defensive weaponry. If you set up a VAC branch in the industry this includes handing over product development and direction to the VAC. Because of this, it might very well be the case that the most profitable products are lethal offensive weapons. What stance will the Teprogrenaian Consensus take in regards to this possibility? And what is the legal situation with regard to the to-be-established VAC branch?

We of the Teprogrenaian Consensus have plans to branch into the shielding technology. We have no problems exporting our shielding technology and lend our expertise to other worlds. This should satisfy the rules of the VAC as well the wishes of the Consensus.

It is good to see that the Vaspa Ahlstorm Conglomerate is looking for new opportunities. The Hiocan Society is looking for a partner is setting up a corporation. We have made plans on how to increase our production to produce enough raw materials. This will cost us time and tax, but hopefully with the new corporation promotion it will be easier to find investment.

It is correct that we currently have only 160 production. Our intention is to start with refurbishing another zone to and to create Cold Orbit Megadomes on both these zones. This will increase our amount of to 400 which would be corporated to 800. After we have made this initial setup we will look into doubling this by adding another two zones.

Does this answer satisfy your question and meet the demands of the VAC?

With the Teprogrenaian Consensus as our potential partner for the Corporation we would like to look into the implementation.

We would like to ask the Veolian Commonwealth and the Astai Republic as members invested in the VAC to give us a quotation for the technology and and required for two Cold Orbit Megadomes zones.

I have made the necessary deliberations and will, unfortunately, have to ask some follow-up questions:


Danar Torig, I think you have misunderstood my question. I did not ask what your world intended to produce in the VAC facilities of the branch you intend to establish. I asked what legal complications would arise if corporate directives arrived to start the production of offensive lethal weapons. You have yet to answer this question, the answer is of some relevance as this a very plausible scenario.


Senator Ardios Eldrilith, a more skeptical person than me might say that you are only interested in joining the VAC at the lowest possible cost, which is a specialisation of only two zones, to secure access to the vast expertise, industrial coverage and weekly dividends of the VAC. In all honesty, what you describe does seem to match this skeptical scenario. We are not against welcoming the Praetorian Empire as a member of the VAC, but your current proposal seems motivated by immediate gains instead of cooperation.

Fortunately, future growth and cooperative funding might offer a good way for the Praetorian Empire to show their intent towards cooperations. Several economically strong VAC members have supported new branches established by other worlds through grants of . In my opinion the Praetorian Empire is an economically strong world. Is the Praetorian Empire willing to guarantee at least two such grants of 2500 for two branches that are going to be set up in the future?

The Praetorian Empire is not trying to join the VAC at the lowest cost. We want to develop the necessary zones in cold orbit, we only start with the necessary zones to bootstrap the Corporation to stay near the requested development term by the VAC. We intend to grow the specialized later, however this will take time and will be after the creation of the Corporation.

I am not in a position to guarantee grants for hypothetical branches, I can however offer the Teprogrenaian Consensus 2000 to fund their Corporation to show our intend towards cooperation when they are willing to join VAC together with us.

Dear senator Ardios Eldrilith,

Your willingness to subsidize the Teprogrenaian branch is at least some small sign that you are willing to cooperate. Yet you have not presented any future growth figures, other than the meagre 4 zones of which only 2 are actually guaranteed. Further, you have shown no willingness to commit to supporting future branches of the VAC. After some discussion with my colleague we still have some doubts about the Praetorian application. We both feel that the Praetorian Empire fails to show a clear commitment to further cooperation through subsidies and the sharing of expertise, especially given that both the Veolian Commonwealth and the Astai Republic have contributed in the order of 4000-8000 to the VAC, and the Praetorian economy is of the same scope as ours.

However, further deliberations on your application can wait. The acceptance of the application of the Teprogrenaian Consensus is currently in doubt. As such, we propose to first wait for their response before we spend the effort of working out an acceptable agreement that shows commitment. We have given them five days to respond, after which we will be forced to reject their application since it is not compatible with VAC operations.

Seeing how we have not reached an agreement for either of your worlds joining the VAC before the given deadline of the end of 236, I hereby inform you that the VAC will no longer take part in these negotiations.
