Rules Change: Shared Systems and Settlements

This rules change adds the ability to shares systems and settlements as discussed in Notes on shared Colonies.
In short, this means that it is now possible to start shared settlements, and to share systems between multiple factions. The exact changes are described in the summary post.

As discussed before to make things simpler and to avoid the discussion about transfering population between factions for now I would like to retroactively move my 1.0 Praetorian population from Morrigna to Praetonova.
This means that they are on a Praetorian Empire controlled planet in this case.
I will forfeit any minor benefits that the 1.0 population would have gained me from Natural flight and Crystals oriented etc. in the past few turns and just use them when they are moved.
