[ Veolian Embassy ] Discussing delicate technologies with Senator Harek

The lobby of the large veolian embassy was, as always, filled with people having business with the veolians. Strangely enough, the crowd seems to contain a lot of younger, and clearly tech-savvy, people. Something that one does not normally see at an embassy.

As senator Harek entered the embassy he is greeted by an older veolian man, who greets him with great courtesy and asks guides him through the crowded lobby. It is clear that the guards know this man, and they pass through to the more quiet areas of the embassy without problem.

A short walk and an elevator ride later, the senator is brought into the offices of the senator.

"Welcome senator Harek", the veolian senator greets him. "I hope that the crowd downstairs was not too much of an impediment?"

She motions for the senator to sit down on a chair near the desk.

"A company called Whiteout — you might have heard of them through the news — has started recruiting holoartists and technoligical talent from across the Union. And this has led to a bit of a rush to get permanent residence visas."

"Before we get to business, would you like something to drink?"

Senator Harek arrived by hovercar at the Veolian Embassy. He enters the busy lobby.
He greets the elder Veolian man and follows him to the office of the Senator.

"Thank you, Chancellor Dewa Lanadi for inviting me to your embassy." and he bows.

"Your lobby was quite lively, but I came through quickly.

I would love to have some tea, please."

The senator nodded to a servant, who promptly left to get the tea.

"What is it that you wish to discuss with me?"

"I will come direct to the point as this is for the best to discuss this sensitive matter.

There are many differences between our cultures but also some similarities. We both values the finding of a good partner for life. The Hiocan use various methods to find a good match, with telepathy as one of the main determination factors. On the use of technology on the finding a partner still lies a taboo.

During the Liberation of Remunzia a lot of our best soldiers have given their life to protect the planet inhabitants. We want to take this moment to honor them by letting their genes to continue and hopefully break the taboo of using genetic technologies for procreation and partner choice.

The Veolian Commonwealth has already fast knowledge and experience in this field and we like your guidance for the introduction and implementation of all the techniques available over time."

"That is quite something, senator. I am honoured that the Hiocan Society would seek out the Veolian Commonwealth for advice on such matters, especially after we have come to blows over other aspects of our culture. I think it shows the Hiocan Society to be a culture of great principle and integrity.", she sounds honestly impressed.

There is a moment of interruption as the tea is brought in and served.

"We have several technologies at our disposal, and I am happy to discuss their transfer, and any advice on their introduction and application with you. Though I must admit that even in this, our cultures might be further apart than we currently envision, even though we strife for the same outcome.

I suggest we examine our respective cultures' customs with respect to the finding of partners first, so we can find the best and most logical way to introduce and implement these techniques.

For example, in the Commonwealth, there is a distinction between finding a mate and a partner. The first is necessary for a good marriage, there a genetically and politically advantageous mate is of the utmost relevance. Whereas the finding of a partner is something much more personal, and need not necessarily be for procreation.

At times, though rare, one might even find a mate that is also a fitting partner. But more often it is the case that one looks elsewhere for a partner."

The chancellor takes a sip of tea.

"What is the situation with regard to partners in the Hiocan Society?"

"As our race is also long lived, the finding of a mate is of great importance. People take the time to make sure that it is a good match. Arranged marriage are quite common, for a match both the physical as mental capabilities and needs are considered. Also the family name/status can be considered importance, as we have a democracy politics are not a deciding factor.

As during the process of finding some areas might not optimally match, mostly in the field of hobbies or intellectual challenges, it is common to discuss this matter and make arrangements if needed in consent with the mate. Usually, this involves time spend with friends, but a partner could be an option. If one has a partner without consent of ones mates, this is a good reason for a divorce. Logic and being honest and honorable are held in high esteem and lying/deceit are considered equal to a crime."

"The Hiocans have great respect for live. Natural evolution is also seen as a form of technology. Nature has created interesting solution to various situation. Therefor altering nature is seen as disrupting this advanced but slow mechanism. It is only done with great care and on a small scale.

As the Veolians already have a long history with these techniques, we can use your experience to help take away the doubts and uncertainties of the long term effects. With your knowledge we have good and proven results to take this ethical question to a intergalactic scale. Your example can be the last little nudge to make the techniques commonly accepted."

"The Hiocan Society is interested in the Assisted Apomictic Parthenogenesis for same-sex catalysis. As we have to have adapt this technology to apply to Hiocan also, we were thinking about 3000 (:tax). Furthermore, we are interested in Genealogical Archives this will be a big investment and as it is very specific, I cannot put a price on it. "

Suprise by the large sum named by the Hiocan senator, Lanadi quickly counters:

"Well, we can start our negotiations on a good note. We can offfer Assisted Apomictic Parthenogenesis for 300 (:tax), as we have a treaty in place for the transfer of this technology.

You will have to agree that it may only be transfered under cost-sharing license, where every partner pays their share of the development costs equally distributed to each of the already bought-in partners. There are currently five partners that would need to receive 60 (:tax)—the Veolian Commonwealth, Astrian Colonial Authority, Astai Republic, Praetorian Empire, and Sundarian Federation—the Hiocan Society would be the sixth partner."

"As to the Genealogical Archives, we have a a single treaty we offer everyone interested in the Archives. I have brought a prepared copy with me, just in case."

And aide of the chancellor offers a datapad with the prepared treaty to the Hiocan senator.

Genealogical Archives Proliferation Treaty
This is a treaty between the Veolian Commonwealth and the Hiocan Society.
  • The Veolian Commonwealth transfers the Genetic Lineage Analysis technology to the Hiocan Society. In exchange, the Hiocan Society transfers 250 (:tax) to the Veolian Commonwealth.
  • The Veolian Commonwealth makes its library of species analysis technologies available to the Hiocan Society, with a price of 250 (:tax) per species analysis technology.
  • The Hiocan Society will offer the Veolian Commonwealth the option to collaborate on the development of species analysis technologies. Should the Veolian Commonwealth opt to collaborate, they will contribute 250 (:tax) and in exchange the Hiocan Society will transfer the technology to the Veolian Commonwealth upon its completion.
  • For each sale of the jointly researched species analysis from the library of the Veolian Commonwealth, the Hiocan Society will receive 125 (:tax).
  • The Hiocan Society will not transfer the Genetic Lineage Analysis or any species analysis technologies to others.

With your help we can construct the Archives and do the necessary research for a Hiocan and a Human Genetic Lineage Analysis. The initial payment of 250 (:tax) will be made in 327 (:turn).

The financial picture is well in order and I agree to these deal. Hopefully we can start a promotion campaign soon, to convince the public, while we try to implement the technologies. After that the construction of the Genealogical Archives can be build and the technologies be used."
